I've had this issue before.

The way I fixed it was to remove all drivers from my system, and then go into Device Manager and have Windows find the drivers for my video card. After that, I went to Nvidia's site and downloaded and installed the drivers from there.

Seemed like some unnecessary work, but worked like a charm.

I have had this problem before and all I did was hit reset on MSI afterburner. (You probably did that but figured I would say it)

Seems like your GPU is going into idle mode when alt tabbing. I had the same problem but a simple driver update did the trick for me. Make sure you don't have any power saving options on.

So disabling ULPS from the registry could have done the trick:D

MSI Afterburner and Precision both work fine and show the right clocks

Now that i have Updated MSI afterburner it shows the right clocks and its never downclocking, but when the fps drop the vram usage jumps up to 2400 MB and fps crawl at 5-10fps and stay there till i ALT-TAB.

Starcraft 2 is the only game playable, it will get the drop in fps and vram usage increase but will only drop to 30fps and then return to 60 after a second

tried that when i had the AMD cards in my system , there is a ULPS to edit with my Nvidia card installed....
