Heavily modded Oblivion CPU/GPU underutilization

So I'm finally getting to installing a rather heavily modded Oblivion after upgrading my CPU a year ago. One of my main requirements of my Oblivion experience is view distance. Naturally, this ravages my computer. With Oblivion Stutter Remover, my FPS was sitting around 30, which is rather playable. It would dip, but not nearly as much as it would without Stutter Remover it seemed. Still, I decided to check and noticed that, not only was my GPU utilization basically below 50%, but my CPU utilization was equally poor.

Now I know that Oblivion is a CPU-heavy game, and that's one of the reasons I finally decided to ditch my Q9550. I've pushed my 3570K to 4.5GHz, but the max utilization I saw this morning was 80% on core 0 or 1. Last night, when I was doing a lot of view distance mod testing, it would barely break 50%. Now I know that this isn't a GPU-heavy game, so I don't care too much for my underutilized SLI setup. I also know that Oblivion is primarily a single-core game, but I want to know why I'm not pushing that core to its limits. I don't know if this is just an engine issue or not, so I thought it best to pose the question to the experts. I'll be eagerly awaiting the verdict.

There's something wrong with the game and newer hardware. I also have fps plummet to the mid 40s on my system.... right at the intro scene when the guards and king enter your cell. I have looked EVERYWHERE... for the last year for a way to fix it and nothing. It ran better on my very old PC with a single core AMD Athlon XP-M 1800+ and a 9800Pro... frown.gif

That same exact spot I get like in the 40s... mine was pretty heavily modded though. Then the docks in the imperial city also gave me like low 40s too. A ton of places as a matter of fact... then I look the other way and I get 400+ fps. rolleyes.gif
