Computer Problem Help

Ok so im having an issues with my computer and ive ran out of idea on how to trouble shoot this more.

Ive mad a thread in the AMD and Nvidia Graphics card sections buy im 100% sure this issue has nothing to do with my videocard, so wanted to get some advice from people other then those browsing the Graphics cards section.

Ok so i used to have a geforce Titan in my sig and everything ran great in my system no problems and GTX690 before that still and ran perfect. I sold the titan when the 780s came out and picked up a pair of HD7770 1GB and i started to have problems in all my games where i would go from 60fps down to 4-10fps and and almost lock up, if i ALT+TAB'd it would fix it and happen again softly after i go back into the game and continue playing!. I tried installing all kinds of drivers, beta drivers, driver sweeper and fresh driver installs, changing my resolutions from 1440p to 1080p and putting graphics quality to low, Changing PCI-E slots and this issue would still happen!

So i thought the HD7770s were bad so i returned them to the seller and got my money back and put my dads HD5770 1GB, deleted all previous and intalled the amd drivers, and used a 22" 1680x1050 monitor because it doesn't support my 1440p monitor and the same exact issues would happen again, no matter what settings, so i thought maybe its AMD's crappy drivers!

Yesterday i bought a GTX780 3gb, again used driver sweeper got rid of all the AMD display drivers, installed the latest Nvidia drivers and ran the latest games and again the same issue would happen!! so i got frustrated thinking the AMD drivers were infested in my computer or something and formatted my computer and installed a fresh copy of windows!

So after the fresh install, I installed Remember Me, and Grid 2 (the games ive mainly been testing) and the same issues is happening!, this time im watching my memory with afterburners OSD display and im noticing when it drops down to 7-15fps and freezing in both grid 2 and remember me the memory spikes from 600mb all the way up to 2400mb while its lagging and freezing, i once again ALT+TAB and it goes back to normal and then happens again shortly after continuing the game! i changed the resolution in game to 1920x1080p which a GTX780 should easily max and again lags and mem usuage shoots up 2400mb regardless of settings!

I installed and ran StarCraft 2 and it has sort of the same issue but when the fps go to tank it only drops down to 30fps and then goes back uo to 60fps.

When watching movies from files stored on my computer it lags every so often making it annoying to even watch anything!

A little about my drive setup:
- My 128GB OCZ Vertex 4 SSD is where my OS is installed along with my graphics card driver.
- My 600GB WD Velociraptor HDD is where all my programs and games are installed on.
- My 1TB Hitachi Deskstar is where all my music, video, pictures and other storage is located.

Things ive done tried
-Changing PCI-E Slots
-Different Video Cards
-Driver Sweeper
-Different Drivers
-Different in-game settings and resolutions
-Fresh Windows Install
-Memtest86 with 3 passes
-Clear Cmos

Any help is greatly appreciated thanks for your time!!

Dude something is wrong with your motherboard or CPU, everything you tried is good, so what else could it be. Every video card you put in has an issue, id say your PCIE lanes on your mobo are messed up. You do realize on sandy and above all pcie lanes and memory and what not are actualyl stored right on cpu die.
