IS this GA-N650SLI-DS4 shot?

First off, the reason why I started looking into this is because the memory went bad and made nothing work (I confirmed that with memtest86, one of the sticks generates over 100K errors in the first 15 seconds, and that's as far as I bothered to run it).

The mobo also exhibits other strange behavior, like when the reset pins are shorted (I also tried this with plugging in the case button, same result), it doesn't reset, it just makes the GPU fan spin at max speed and does nothing else. Also, when I put in a Windows 7 32 bit install CD with the 1 good stick of RAM, it loads windows but goes to a blank screen (with the blue background), the install windows prompt never comes up.

I'm inclined to just toss it in the trash at this point.

I'd have to concur in this instance.

It's got a Q6600 in it (which is good, I tested an E6600 in the socket and get the same results, so it's not a CPU issue). IS that worth anything or is that also garbage at this point?

You can sell it here or on eBay for a bit of cash. I believe what stepping it is (B3 / SL9UM vs G0 / SLACR) may make a difference in resale value, with the latter being more valuable.
