You've been very lucky, believe us. You absolutely do not want to use a Raidmax PSU with the type of components you have now, let alone upgrade to Haswell and put it on a Raidmax. It might work just fine for a while, but when it does fail, and it will, it will probably be a catastrophic failure. You have the budget for a better PSU to go with upgrading your mobo, RAM and CPU, so upgrade that too. You're in Chicago, you have two Microcenters near you, so take advantage of the in-store deals.
As far as the upgrade itself goes, either Haswell or Ivy would be a huge improvement over your E8500, and would eliminate any bottlenecks you're seeing. The E8500 was an amazing CPU in its day, and still more than good enough for most people if you're not gaming, but anything Sandy Bridge or later is in another league performance-wise.
