There is a slight chance that you might have setting somewhere in the bios that feeds your fans power.

Also, there is a chance that either both power supplies or the mobo is defective. Rare but might happen. Also what is the other power supply and how many watts?

Update: Total failure, lol. After restarting a few times nothing responds now at all when I try to power up.

The other PSU was 700W and it was an OCZ. It's the one in my sig I believe.

Update again: Umm. Actually I think that was a false alarm, the motherboard connection seemed to be loose, now the drives hum up again upon pushing the power button.

If its a Mod XStream Pro be sure to kill it with fire once you have found the problem and you dont need the PSU anymore
