enough radiators for my setup?

I plan on having 1 CPU and 2 GPUS. CPU overclocked to 4.6 minimum, and GPUS to max they can go. I was looking at the new Arc Mini R2 coming out. I can put two UT60 240mm rads in it (one at the front and one at the top). Will it be enough for my setup?

Yes it will be enough.

Depending of the video cards you are refering to and the fans you will put on the rads, you might have a delta of around 10°C (water temp - Ambient temp)

(Another 120mm will be good to)

Depends on the fans and how quiet you want it and what CPUs/videocards you are using.

Sub 1000rpm Gentle Typhoons cooling a 3930k and a pair of GTX780s? Definitely not. You would likely need to keep your fan speeds likely @ ~ 1800RPM.

A i7 3770k @ 4.5 Ghz with GTX 780 Overclocked to the max (1175mhz / 1775 mhz) with XSPC RX360 with pull fans only gave me a 10°C delta. (During long Far Cry 3 gameplay)

I think two GTX 780s Oced with 2 x 240mm will be fine but adding a 120mm will be better.

OP, get the GTX 780s if you want power, NOT THE GTX 770
