No that is what it is supposed to say... look at your box it says right on the outside of the box 1137.

I loaded your BIOS onto my card and did not modify it. I had to run negative boost because without modifying it the card will boost way over my stable frequency.
So now I went further and I edited YOUR bios and then uploaded it into my card. This time I set the maximum limit for the boost clock to 1176. Which is LOWER than what the bios has inside of it. I will then use positive 24 to get to 1200MHz which is stable for me.
When I read the bios I can see that the bios originally said that the maximum boost clock was much higher than that. Now by limiting the max boost clock I can use your bios and get a good OC out it. The reason why the power usage percentage is low (not 100%) is because 100% on our card is 157TDP vs the DirecuCUII having just 141TDP. Your card doesn't necessarily need the added amount but it is there.
Please tell me you kind of understand what is going on now?
If you want I can mod your bios however you want me to. I could hard limit the boost clock to give you a better understanding of what your boost clock limit really is and then you can +boost it how ever far you want. It will give you a little more control. I could also set it to go a slightly higher voltage and I can unlock the fan to run at up to 100%
Let me know. Upping the voltage will cause the target power % used to go up and it will also cause the card to automatically boost higher up which is why you need to reduce the max clock.
Please look at this screen shot it is how KGB reads YOUR stock bios.
You can see that it reports the max is 1359MHz what that means is if you had +100 boost the card could go as far as 1459MHz...
This is the report for that bios modified. I just did it today I was running a different bios but for the sake of answering some of your questions I figured I would play around.
Also like I mentioned the valley bench mark reads the correct maximum boost for your card which if you have +100 valley would read in the top right that your GPU Boost speed is 1459MHz which is very unlikely to happen.
These are both the same bios files only the second one has been modified. The one on top is the Asus GTX 670 DirectCU TOP bios the one below has change the following:
Min fan from 10 to 30
Max fan from 100 to 95
Power target left alone
Maximum Power Target 129% (the slider in precision x will now slide to 129% of the 157.5TDP)
Max boost from 1359 to 1176
