Upgrade Memory?

Would getting faster, lower latency ram make a noticeable difference in my set up? Even a small difference would be enough for me as long as it's noticeable.

I've been thinking of overclocking my 1333Mhz 8GB set over the past couple of days.

Try lowering one timing set down from your current one (CL9 to CL8 (8-8-8-20, i think it is?)) and see if it's stable and you find any improvements.

Better memory only seems to help when framerates usually dip.

If you are plagued by low dips in FPS then it could help marginally.

This is the reason I am considering getting better ram. I know my cpu/gpus are fine.

My motherboard supports F3-14900CL9D-8GBbsr. Would it still work if I gotF3-14900CL9D-8GBxl?

Only difference I see is one has bsr at the end and the other has xl. It also says it supports the same ram in xl except the 16gb version.
