My friend is running a rig with the following specs:
AMD FX6300 @4.2GHz
2x4GB PNY 1333MHz
Gigabyte GA990FXA-UD3
Coolmax ZP-750B PSU
XFX 6950 2GB
HIS (reference) 6950 2GB
Windows 8

This exact rig ran with no micro stutter with a different reference 6950, Windows 7 instead of 8 (which is why I believe the PSU isn't a problem). The reference card was switched to the 6970 bios and when we flipped it back, nothing changed. We installed 13.6 beta drivers which helped a bit. We have the newest Catalyst Application Profiles for CF. Both cards are running cool and so is the CPU. There are no overclocks on the cards and the CPU OC is extremely stable. The microstutter appears in all games. It is most noticeable in Crysis 3, MW2 and Arma 2, but is also present in NFS Hot Pursuit.
