will not shut down completely?

for a few years now, ive just delt with it but now i would like to see if i can fix this.

When i shut this pc down, the fans and lights stay running. Ive tried a different psu, that didnt change anything. Not really sure what to look at now. its irritating. Once its shut down, thr only way to restart it is to cycle the power supply, or use the onboard mobo buttons.

Mobo is a asus striker II formula.

It's a motherboard issue, try looking at power options in the BIOS.
