It's true but it is hit or miss. I've had about a 50% success rate over the course of 4 'potentially unlockable' ones. If it is truly only 'a couple of months old' your chances of it unlocking should be higher than normal.

I believe the Athlons you can also potentially unlock the L3 cache, turning them into Phenoms.

Also, I've been thinking of getting this cpu cooler which seems to have good reviews and decent temps and I'm not going to overclock right off the bat. Is it the right one to go for for under £10?

Zero chance. The 435 is a Rana core which is a Propus with 1 core locked out. Propus has no L3 on die. To get an unlock with L3 cache you need something derived from a chip that had L3 originally (Callisto and Hekka off the top of my head which are derived from Deneb)

Get a Hyper TX-3 if a 212 is to large. The one you linked is unlikely to be much better than stock.
