so my sig rig consumes about 380W @ 90% load according to an online PSU calculator,
how much power does it consume when the PC is ideal (doing absolutely nothing) and all the power saving options are enabled for the CPU, GPU?

To my knowledge there is no software available that can track this, the closest thing would be software that monitors voltage, but that would be extremely hard to calculate. If you want to know exactly how much power you are consuming you would have to purchase a device (like this one), but your profile says you are in turkey so i don't know if such a product is available for you to buy there.

A Q6600 @Idle uses around 29 38w

And a GTX 460 1gb uses around 15w on idle:

I'd guess 100w when idle imo.

Your system use older more power hungry parts so it would be a little higher then what Linus gets
