Safe overclock?

Hello, I am about to get all of the parts to build my first PC. My current PC I am running on has a Zotac GeForce GT 520 PCI, 512 MB. Pentium 4 HT, 3.00GHz, and 1GB RAM. I have a (very) small budget of $300. What I have picked out is an AMD A8-3870K 3GHz Quad Core, Biostar A75MG Micro ATX MB, Corsair Vengance 4GB DDR3-1600, Seagate Barracuda 250 GB, Raidmax ATX-295WBP, and Coolmax 400W PSU (http://pcpartpicker.com/p/18ZSy). Everything has free shipping, the total is $287. But that's not the reason I posted this.



What I really want to know is what would be a safe overclock for my A8-3870K with a stock cooler. Please, I know that it will not get very high, and I am aware I need a better cooler. So please don't say anything about getting a new cooler. Also, if you found some better, cheaper parts I can get, please post them here.

In my opinion a safe Overclock would be anything you can push without adding any voltage, If voltage is needed i would try to keep Chip under 62c under load.

I am trying to reach to 3.3 ghz, 3.5 if possible. Also, how would I overclock with the MB I'm ordering? (sorry i'm an oc noob)
