Need Help - $400 Build Without GPU

I'm helping my buddy build a PC. He plans on moving in a few months, so he doesn't want to pay too much for a PC right now. His budget is $400. I'm giving him my old 7750 (I know it's not the best, but will save him a few bucks).

He doesn't need an O.S. BTW. And it doesn't matter if it's AMD or Intel, he just wants to play BF3 (Mid settings). When I use to use the 7750 on my old build it ran BF3 fairly well for a $100 card. lol!

I know this is going to be a low end PC, but I want him to get a taste of the PC world.

Whole PC without GPU for $400?

Monitor and accessories (mouse/kb)?
Anything currently useable?

Where do you live and preferred shop to use?

How do you feel about 2nd hand?

No, he wants to build a PC. Not a whole setup. Just the Case, HDD, Mobo, CPU, etc. Newegg is the way to go, and no used parts.

It's a few bucks over budget. Worthwhile IMO. Decent effort for the price, honestly. Some compromises were necessary, in the case and CPU cooler in particular. Still, should fit everything easily and overclock to a half decent amount.

Extra money on HDD is worth it to double the size from 500gb to 1tb. Extra money on the RAM is for fun, but for $10 to get extra speed is worth it to me IMO. DVDRW drive is optional these days, somewhat at least.

If you must shave off the $30, then drop the HDD to a 500gb one, the DVDRW if possible, the RAM to 1600mhz CL9 stuff, and/or the CPU cooler ... for now. The rest is pretty much the lowest you should go for considering the budget.
