Yeah it cant, if you was to measure the case with everthing on you will find it will be above. The only time it would be at the ambient temprature of the room is if you have everything switched off and you have given it time to normalise.

Even the air your fans displace would be slightly warmer than the environment it came from as you have given it energy in the form of momentum and it dissipates that energy into the basics of heat and sound.
