Skyrim background load lag.

I can run Skyrim with my current rig v-synced at 60 FPS without any issues. My Skyrim is obviously modded, ENB etc.
I also have quite a few texture mods.
My problem is, I get very serious lag when looking around outside (lagging initially putting FPS to almost 0, then after 2-3 seconds back to 60 with a few small moments of no lag in between sometimes), obviously due to loading the textures.

My system is:
2x Radeon HD 7870 crossfire @ 1140 GPU clock and 1260 Memory clock.
i7-3770K @ 100x45 = 4.5 Ghz
2x4GB some value kingston RAM @ 1333 Dual channel. 9, 9, 9, 24. Command rate 2T.

My FSB:DRAM is 1:5.

I'm not entirely sure how I would go about getting closer to the optimal 1:1 ratio, and if this would help any bit.
My main question: Is it my 2 GB or VRAM that's too slow for my mods, or is it the SDRAM? I'm pretty sure it's the texture load to and from VRAM-SDRAM, turning ENB on and off does little to no change for instance.

Seems I fixed it by using the texture optimizer with max textures as 2048x2048.
My VRAM was getting maxed @ 3.9 GB (Crossfired, so really just 2GB).

I do still wonder if I should upgrade my RAM?
