Make laptop run cooler + low power?

I am trying to make my laptop run cooler + save power since it will be running pretty much 24/7. By the way I do not need it to be powerful, just be able to run a program 24/7 that doesn't stress the cpu.
So far I disabled all cores (1 core now), changed dynamic cpu freq to always low. What i'm trying to do now is set it to lowest freq state (1600mhz I believe?) how do I do that? I thought I could change that in power settings in C.P but can't find it anywhere. It runs at 2.3ghz.

Laptop specs:
cpu: core i7 3610qm 2.3 ghz
GPU: Intel HD 4000
Ram: 8gb 1600 mhz
15'6 screen 1366x768 res

i'd just turn on all the powersaving features to max... you're probably not going to get much more out of it then that.

Turn the wi-fi radio off if you aren't using it.
