Overclocking causes 2D flickering

I've got an aging ATI 5870 and I'd like to overclock it a bit to squeeze some performance from it before I have to upgrade.

The problem I'm having is that CCC underclocks the card to 157/300Mhz which causes 2D flickering with dual monitors. I've downloaded MSI Afterburner and made a profile for 2D and 3D.

Just to show the issue, I've set the 2D profile to a higher clock than needed.

2D Profile
Core: 660Mhz
Memory: 885Mhz

GPU Z read these numbers while in 2D, but CCC still shows 157/300 and I'm still experiencing flickering.

I'm running catalyst 13.4 and Windows 8 64 bit. Problems were present in Windows 7 and earlier catalyst versions as well.

Anyone know how to fix this?
