I didn't include the RAM because Newegg is having a promo that lets you have a free 8GB 2x4gb DDR3-1600 kit with the motherboard. Also, for the HDD, you can always get a cheap one, or format the console HDD to NTFS and install it there. Otherwise, you could put in a cheap sub-$60 storage drive that you can choose for yourself. The 7850 will just give your cousin that much of a boost over the 7770/7790.

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: AMD Phenom II X4 965 Black 3.4GHz Quad-Core Processor ($79.99 @ Newegg)
Motherboard: ASRock 990FX Extreme3 ATX AM3+/AM3 Motherboard ($119.99 @ Newegg)
Video Card: Sapphire Radeon HD 7850 1GB Video Card ($139.99 @ Newegg)
Case: Thermaltake Commander MS/I Snow Edition (White/Black) ATX Mid Tower Case ($29.99 @ Microcenter)
Power Supply: XFX 550W 80 PLUS Bronze Certified ATX12V / EPS12V Power Supply ($45.99 @ NCIX US)
Operating System: Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit) ($89.98 @ Outlet PC)
Monitor: Acer G215HVBbd 60Hz 21.5" Monitor ($89.99 @ Microcenter)
Keyboard: Rosewill RK-201 Wired Standard Keyboard ($5.99 @ Amazon)
Mouse: Zalman ZM-M200 Wired Optical Mouse ($2.86 @ NCIX US)
Total: $604.77
(Prices include shipping, taxes, and discounts when available.)
