GTX 460 not entering lowest power state

For those of you who aren't aware, the GTX 460 has 3 main power states that it goes into. Firstly there's full clocks (675 core), then the middle state (405 core), finally it should go to 51MHz core under idle. So outside of 3D stuff like gaming, it's going to sit at 51MHz when there's minimal load, and 405 when it's got a bit more work to do.

Except that it's recently stopped doing that. It now won't go below 405MHz core, even when I'm sitting at the desktop with no programs open. This means that the fan just starts to go above its lowest setting, to the point where I can just hear it changing speed in the background, which is annoying. I'm pretty sure that this issue was not present when I first updated to 320.18 drivers, so I don't think that they've caused it. I use MSI Afterburner but the same issue is apparent when that's closed. The only way I can get it to go into the lowest power state, P12, is to force it in Nvidia Inspector. Any thoughts?

I have fixed my own problem! For anyone perhaps experiencing an issue like this in the future, my card won't go into P12 power state when my monitor's running at 75Hz.
