Unidentified network error.

Hello,
So today I was downloading a steam game. It was going normal till my Internet just stopped working. I checked my router but all my other devices are working fine. It's just my pc. Now, I bridge a connection from my laptop to my desktop using an Ethernet cable. Both computers had the issue. I refreshed the ip on the laptop and it can connect. My desktop still can not connect to the laptop. The bridges connection should be working still. I have tried installing the protocol service everyone talks about. Nothing. I do not know what to do. Help!
