Please recommend cooling for upcoming Fractal R4 build

I'm planning a new build in a Fractal R4 case. This is going to be somewhat theoretical because some of the hardware isn't out yet.

CPU: i7-4820k (release date September 2013)
GPU: Whatever new AMD card becomes available Fall 2013, within $350
Case: Fractal R4 without side window (foam on side panel)

Priority 1: The cooler needs to stay quiet, I'll be oveclocking to a decibel limit, not a specific GHz range. At load a slight "whoosh" from the case is expected.
Priority 2: Reasonable price (CM Hyper 212 = like, Noctua not so much). The cheapest I can get a Noctua DH-14 in my area is $102 USD. CM Hyper 212 Evo is $38 and Hyper 212X is $40 and is currently my top candidate.
Priority 3: Cooler's overclocking potential - least important after silence and price but it would be nice to bump up some juice on the CPU.

I'm not aiming for a high OC, just something that can be set once and left for the next few years with assurance that temps and noise will stay reasonable at full load. I start to feel uncomfortable with temps above 65ÂșC (call me old fashioned).

Delidding - not planning on it. IB-E might have solder inside anyway.

Anyway, I'm thinking of picking up CM Hyper 212X Army. Good idea? I may also need some extra fans, maybe an extra intake fan for the case. If you have a personal preference please recommend something quiet, ideally around $10-$15 per 140mm fan. If the GPU feels left out of the air flow I might also want to use a couple of fans to make a PCI slot cooler. I'd like to keep the side panel vent closed.
