Watts stand for Joules per second, so wouldn't 250 watts per hour stand for 250 joules per second per hour? I'm confused o.o

A TEC air cooler IS possible, but you'll not only need more than a single TEC, but you'll also need multiple TECs.
You'll also need proper cooling on the hotside, since it doesn't have an active heatload you may be able to get away with air cooling them, but sadly by the time you spend the money to set up a TEC air cooler you will have spent more money than it takes to just buy a mass produced stand alone Air conditioning unit.
All in all, there is no point in a TEC Air cooler.
