Because that's the way he wants to overclock. It's a perfectly valid method and many experienced overclockers still use and prefer doing it this way.
Anyway, the issue has nothing to do with his core voltage. As you can see, even lowering it to 1.2V results in exact same thing: temps that are way higher than they should be for this overclock and voltage.

Yeah I was going to keep upping the multi but I noticed high temps right off the bat and that's when I started to seek help from here. Anyway, I changed the core voltage to 1.2 and this is the result.
