Low FPS in TF2, possible bottleneck?

My computer is the Toaster Oven as seen below. The specs are accurate with the CPU and GPU running at stock clocks. I've noticed that while playing TF2 on certain maps in certain areas where there is a lot of action going on, my frame rate will drop to as low as 40 FPS yet MSI Afterburner will report a GPU usage that hovers only at around 60%. I've heard TF2 is a CPU intensive game, so I'm thinking my CPU might be causing a bottleneck. I'd like to hear from this forum before I even consider upgrading to Haswell though. I suppose I could overclock my CPU, but I had already done that awhile ago. I had it at 4.0 GHz, then lowered it to 3.8 GHz due to instability, then to 3.33 GHz due to instability again, then back to it's default configuration at 2.66 GHz with default voltage .The thing is, I didn't lower the voltage at all until I got back to 2.66 GHz, so I suspect I butchered the CPU as a result and am not sure I want to risk possibly ruining it completely. It's perfectly stable now though.

I can't really see a 920 bottlenecking even at stock. When I play on my system I'm getting something in the 150-300FPS range. Only getting ~40FPS sounds really weird. Perhaps its a driver issue or server lag.

update GPU drivers, it cannot be the CPU unless its thermal throttling. Try enabling vsync or making sure the MSAA isnt something super high

Try enabling multi core rendering in Steam. I had the same problem that you have and this fixed it for me.
