Absolutely. I would add that it's not unnecessary, it's simply less important. So that means that it's not as important to go for an expensive, high-end PSU when not overclocking, yet it's still important to at least avoid a cheap PSU and to buy one that is known to be good (as I know you agree and will likely tell them in some way or another).
Ask them if they would be comfortable if the power coming out of their wall outlet were constantly fluctuating between 100 and 120V very rapidly. I know I wouldn't be! So if they wouldn't be comfortable with that, then they shouldn't be comfortable with a PSU that doesn't have at least decent ripple suppression.
