Recently low fps gaming

Hey guys,

I recently got Metro Black Light for my pc since I haven't been doing any pc game, when I started playing I noticed everything was dialed up to fairly high settings so I started playing... I got nearly 60 fps, however as I walked there are these little lags that drop my framerate to something like 45 fps for a split second. This seems to happen every couple of steps, so I tried turning the settings down to the lowest, and I still got the lag. I thought it might be the game, so I tried an older game--Dead Space 2--I used to get 60 fps no problem on max settings in DS2, but now for some unexplained reason the game is locked at 30 fps. Also I tried Torchlight 2 which seams to have a bit of a jittering problem as well. I tried changing a bunch of Nvidia control panel settings, and I even set my cpu to it's stock settings... however no luck. I think it might have something to do with my hard drive, however it may also be something with my graphics card... either way I don't know how I should test these things, nor do I know if I should even bother testing them. Anyways I'm at a loss, any help would be appreciated.

Metro Last Light is known for having stuttering issues; Also, the Dead Space games are locked at 30fps when having v-sync on, simply disable it through the graphics menu.

Idk about the rest though.
