It would be nice if Dwood started shipping the GPU mounting brackets again, but there is no exact date when he will catch up with the orders according to the official thread. However, until than you could simply use zip ties, or you may be able to use the AMD bracket that comes with the unit. Unfortunately, I have not used one myself on the GPU so I personaly cant provide exact directions for mounting it. It has been done before by many tho and it is not a very difficult thing to do.
As far as mounting all 8 units outside, here is what I would do and I hope I can explain it well enough. Take a single 2x4, cut two pieces out of it to the width of the window, drill two holes for 1/4 tubes in one of them. Screw two pieces together in shape of L, than you can place it under the window itself and the frame and seal around it with removable silicone for insulation. CoolIt units can simply be mounted to the outside part of 2x4. Providing shade for them would be great as well. Do not worry about outside temperature, even if its 110F, those radiators will provide enough heat dissipation. I know this because two 560Tis DCII that ran in 110F outside in a tent for 3 months are still alive and gaming today.
Now all you need to properly cool the vrms and vram is Accelero Mono Plus heatsink kit. I have used it before and while they are not the best, definitely get the job done with 80mm fans placed near to circulate air.
To sum it up, here is all you would need per GPU:

$10 worth of 1/4 tubing from your local Home Depot.
