Sory to say but no way sould you keep that PSU the ripple on the 12v rail is almost at 120mv under load

5,5v rail and 3,3 rail are also close to max

Its a surprise your PSU has not killed everything in your PC yet

Might be pretty hard to hack apart / mod / re-engineer the circuit (disable OVP too) to get it to output 13-14 V instead of nominal 12 V. Especially without the schematic.

If you treat it as a 12 V source, then you'd need a boost converter to get it to say 13-14 V. But if you need high wattage, that's expensive. Might as well just start from something that outputs ~13-14 V to begin with.

So it's for a car amp, but what are the requirements really? How much voltage at what current? Do you know what the design of the car amp is like? A lower input voltage may or may not be a problem.

Be warned, you'll eventually fry that amplifier with such poor voltage control coming from that fire hazard of a PSU.

What amplifier are you trying to drive exactly?

EDIT:
Looks like that particular PSU is a Delta unit, rated for roughly 29a on the 12v rails combined. Doesn't say combined power or amperage anywhere unfortunately on it. So it should be a safe unit, so long as you keep your draw below 20a.

It'll work if you tune it down to around 200w instead of the rated 300w (see my sig for the car stereo club and use my gain setting tutorial). Also, I would seriously recommend using a small car / lawn mower battery (12v) in line, and use that PSU as the "alternator" to this setup. This way you have reserve power setup. It's no different than setting it up in a real car. The PSU is essentially your car's alternator. You don't want to hookup an amp directly to the alternator, as it'll kill it. You always want a battery.
