Well I am guessing that the first thing you did to troubleshoot this issue was to shutdown the computer right?
So no it wouldn't be a memory leak.
Personally I am a little baffled... unless someone comes along who has specifically seen this I don't know what to say.
That is nuts...
Is it a multi user computer?
In task manager go to users and make sure you don't have any other users that have stuff taken up.
Then go to details sort by memory and see if there is anything there that wasn't showing up...
I honestly have never seen it like that... I have seen when the total is much lower than the installed or the hardware reserve is high.
I don't use a multi user PC so the only thing left that I can think of is that you have multiple users and one is logged in and has a bunch of memory being used.
The thing is even with a mutli user... prime95 running on the other users side still shows as a process on my side.Edited by givmedew - 6/28/13 at 8:16am
