Low GPU usage and bad frames with all PhysX games on GTX680

After the Borderlands 2 fiasco with regards to PhysX performance I am playing a new game with PhysX, Metro Last Light. The game runs beautifully on Very High settings without PhysX. When I enable PhysX my GPU usage drops down to 30-40%, CPU usage goes up slightly and my frames take a nosedive from 60fps locked to 25-27fps. It looks like PhysX never tries to use my GPU at all and instead hits my 2600k with everything. I have set the 680 as PhysX processor and also setting it to Auto in NVCP, same result. Interestingly I can set PhysX to CPU and my frames go up slightly to the lower mid 30's and the game is a bit more playable but very stuttery and has split second pauses that make the game unplayable as a whole.

I have tried reinstalling drivers, full uninstall and cleaning the system of all Nvidia drivers, uninstalling PhysX and reinstalling the standalone package, etc. Still the same result. This has persisted through multiple driversets ranging back almost a year.

Batman: AC seemed to mostly play fine for me with this same setup with Windows 8 and frames only dropped during the Mr. Freeze encounter with the particles from his ice gun. The Mafia II benchmark with PhysX enabled is another lost cause as it runs very badly for me, frames dipping to the teens and split second pauses when a lot of action is going on.

So I have 3 PhysX games that are unplayable, and one that was fine for me on my 680. With a GTX570 on this same system I was able to play Batman:AA and Borderlands 2 perfectly fine with frames varying from 45-60fps but still overall smooth.

I am starting to feel that either my 680 is defective in some way in regards to its PhysX calculations, my motherboard has a nasty conflict with the 680 or both motherboard/GPU have a conflict with Windows 8 in some way. Confusing and long winded, but any help would be much appreciated as this is driving me crazy to have an expensive system that runs subpar.

I would try a couple of things. First, disable HT in system BIOS if it's on. HT introduces latency to give more throughput, and a 2600k should not need it. Second, try setting "threaded optimization" in CP off. That has given me problems on some games. I've found that "auto select" is not always helpful in CP; set physics to either GPU or CPU and compare the results.

Also, the 320.49 beta driver has been very good for me in terms of frame latency on my 680, but YMMV.

edit: One last thing: you can force triple buffering with d3d overrider. I've found it helpful with latency in some games. If you add the game to rtss and enable "custom direct 3d support" it works on even more games. It doesn't work with all types of AA though.
