I have no experience with 38mm fans, but all three of your 25mm fan choices are excellent.

You will want to undervolt no matter what, if silence is what you are going for - you would just want to under volt the 38mm fans more to get the same noise level.

I too have no experience with them, but there are lots of videos around for almost any fan showing speeds, pressure, and to some extent noise (obviously the noise is more a matter of how good the camera mic is, how good your PC sound setup it, and how well you can match the measured SPL (if there is one) in the video to the output of your speakers. In any case it gives you a decent idea of the tone of the fan as well as what speed range it has on a controller (most will sweep from 5V to 12V in steps if it's a good review).

But I totally agree with cpachris - any of those selections should make a great system.
