I have an AMD 6950 from PowerColor. I have the engine clock set to 850 and the memory to 725. I also have the Vddc set to 1.1 or it's at 1.1. If I change the memory from 725 to 724 it changes to 1250. If I have the memory at 725 and change the engine to 825 the memory goes to 1250. The Vddc, I change that from 1.1 to 1.0 and it still reports 1.1. Tried Catalyst and also MSI tool. Also used some DOS tool off google but it doesn't work either. Any thoughts on what I'm doing wrong? Is this related to the performance presets of the card? How do I turn off it's internal brain and just let me tweak things?

Note only time I've seen the Vddc change is while the GPU is fully tasked, I go into MSI and set the Vddc to 1000 (1.0) and then go into GPU-Z and it says it's 1.0. Everything else reports the card is still at 1.1 Vddc.

Thoughts?
