If you plan on sticking with a 1080p single monitor (I'm assumming that's what you have) then I'd get a gtx 760 now and then get another for SLI later when their ~$150 or so probably next year. Then you'd end up the performance of a titan for just over $400, although you'd be stuck with 2GB vram which could pose problems in the future but tbh I don't think it'd be that much of an issue with a single 1080p monitor.
However if you don't plan on getting another for SLI and you can get the 7950 for around =<$30 more then I'd get that instead since it is a littler faster OC'd and comes with free games. You could also get another 7950 down the line for CF but imo SLI is much better, at least atm. Another thing to consider is if you decide to have a multi monitor set up the 1GB extra vram will come in handy.
Both of them perform very closely to each other and you can't go wrong with either choice imo.
