It's a false reading, there's no way you can achieve below ambient temps with out a liquid cooling loop coupled with a TEC chiller, or perhaps a phase change block. I guess there's direct die TECs too, but that's all beside the point. I'm assuming it's getting an inverse reading, and your temps are probably around 29 degrees XD Check open hardware monitor though, because I could be wrong.
ON a side note, people use liquid nitrogen to cool their CPU, which is around -170 celcius. The colder a CPU the better, there is no achievable temp in which it will effect performance. This is not the same with harddrives, or anything that has moving parts, however.
