New GPU old PSU no display.

I've put a new Z77 mobo and a 2700k into a 12 year old HP workstation, I've also put a SSD in there for Intel Smart response. Problem is when I install a HD7750 2gb I don't get any display at all, can't even see post. When I put an old NVidia Quadro 540 in it works, and the on board graphics works too. And the new GPU works in another system. The new GPU requires a minimum 400W PSU and it has no extra power connectors, it is just powered by the PCI. The old PSU is 460W. I don't know much about power supply's and I'm wondering if there is more to them than just the wattage output? Like is there any other PSU requirements?

It is possible that the power supply has degraded over time, but what i think is more likely is the improper removal of drivers before installing the new GPU. Did you uninstall the old drivers and install the new ones?

I did a fresh install of windows. Also the screen does not show post when the computer boots. Oh and if I plug the monitor into the mobo and leave the new GPU installed I don't get any screen either.

It's driving me mad. The PCI lanes work because I've tried the old GPU in them both. And the HD7750 works in another machine.
