I don't know anything about BIONIC but I can give you advice about xeons. I have a large number of servers and 9 of them use Xeon 771's (54xx series).
They are good chips, the 54 series are the Xeon equivalent of the 45nm Core 2 Quads. But I would reccomend going one step higher to the 55xx series Xeons if you can. Newer chipset and a move onto the i7 architecture which was a MASSIVE power jump.
For example the Xeon L5520 is a low voltage chip and is comparable to an i7 920 (although it falls just short performance wise due to the slower clock speed).

I also have 16 servers with two Xeon X5560's in and I can say the performance jump from the dual quad 771 servers is HUGE. You also get to use DDR3.
