problem shooting an rma. help please?

so i recently finished my pc to only set everything up and have it reach the bios saying there is a cpu fan problem so i turn it off and try to remove on of the fans (i have two on the cooler master evo) to turn it on and have it not reach bios. i dont know if its my power supply not giving enough power or my mother board or both. i have a asus p8z77-v with a 3570k and my psu is a raidmax 630ss. yes i know the psu is crap thats why i bought a silencer mk ii 750w. i tried everything, i have a temporary gtx 460 until i can afford a 780, i took that out and tried to boot with only one stick of ram. the no boot device led came on. i thought this was normal since i haven't installed windows yet. i did take the little watch battery out to clear the bios and when i put it back in it did boot to bios saying there is a cpu fan problem again. so here is where im stuck. i can wait for my silence mkii 750w which will take a week max or rma my motherboard which will take 2 weeks.

i think its just my psu not giving enough power since my motherboard is supposed to be manufacturer refurbished.
i bought the 750w as i plan to possibly have two 780's in the future.

here is my specs

asus p8z77-v
3570k
cooler master evo with two fans
gtx 460
nzxt sentry 2 controlling the case fans which is 5 fans.
seagate barracuda 750gb
and 2 ocz vertex 2 ssd 80gb each. im putting the ssd's in raid 0

Have you made sure that a fan is plugged in to the CPU header? If a fan isn't present on that header then it will throw up the CPU fan error.

when I got into the bios one fan was spinning at 595-605 an the other was at around 590 I think they were supposed to be spinning faster than 600 and that's what presented the error for the one under 600. Idk if its the motherboard that's Messed up or the power supply not workin right

yes both fans were plugged into the 2 cpu fan headers

do you think i should wait for the power supply or send in the motherboard?
