Unable to overclock the I7 3820

just recently built a new PC and for some reason whenever I overclock my CPUI my computer wont boot. It tries to boot for about 3 seconds then shuts off, then automatically tries to boot again. It wont stop doing that until I unplug it from power. I then have to remove my CMOS battery before it will boot. The overclock I was going for is 4.6g. I would up the bus speed to 125, the multiplier to 38, and the Core voltage to 1.4v. My system specs are :
I7 3820 @3.6g
Gigabyte X79 up 4 MOBO
2 GTX 780 in SLI
16gb DDR3 1600mhz ram
1050W seasonic PSU
H100i watercooler
Any help would be greatly appreciated.

Well first off. your cpu is not the K (unlocked version.)

The clock is too high for a non K.Set the bus to 100.

also the 1.4 is pretty high if you have in mind that your PC is experiencing power failure and wont boot up. My guess. lower the vcore and set stock clocks. if problem persist, tell me.

I have the 2600K at vcore 1.315 and at 4.7 GHz with same cooling as you. so the 1.4 you putted is a bit high , i think...

Your mobo should already do this but make sure your CPU strap is set to 1.25 if you want to use 125 base clock. Also make sure your memory frequency is in spec since changing the base clock will increase memory frequency without any adjustments. Good luck.
