Turbo boost keeps re-enabling itself

I tried to disable turbo boost for overclocking purposes, but for some reason it seems to enable itself when I set core frequency from auto to manual. I haven't made any other changes to BIOS. Is there anything I can do to disable turbo boost permanently? I tried to google but I couldn't find anything useful.

My specs are

Asus Z87-K
Intel i5-4670K
GTX 660 ti

With my bios turbo boost is always going to be on when I overclock. Since you have ASUS it's probably the same. Any frequency over the stock frequency will enable turbo boost. All it means is you are running at higher speeds then stock. I have all my power saving features off so my turbo boost is a steady 4.8ghz. There is nothing wrong with turbo boost being on. With Asus bios you can't turn it off if you want to overclock. You could probably manually set your speed to right at stock and then turn it off. And if your chip seems to be boosting it's because it's idling when nothing is going on and then once you apply some load it will boost to the speed you set. Turn off all the c states and speed step and your speed will be constant even though turbo boost is on.
