XFX 9600GT fan speed control (vbios mod) help?

I know you can mod the vbios so it doesn't spin 100% on boot up but, is there a way to lock it to 75% regardless of driver/software in the os? FYI I have already flashed a modded vbios with overclock, hence why i want to lock the speed at 75%. It's stable at 800/2000/1100 biggrin.gif *snickers*

There is section that has listed critical temp that forcefully kicks the fan on but, i wonder if that is also throttling temperature?
