Can't pin programs to Start, many games won't open

I installed windows 8.1, on top of a broken windows 8 install, which was first restored to a working state via System Restore. I'm having some pretty serious issues now, the biggest one of which is that I can't pin anything to the start screen. See the attached picture for the error I get.

The other issue which may be unrelated is that I get DLL errors when opening newly installed games, that is I don't know if they were working or not before so I don't know if it's a separate issue or the same one.

your HDD might be going out. run CHKDSK in CMD to see if it brings up bad sectors. also try HDTune for finding bad sectors.

use the HD tune Error scan and don't check quick scan, will take a while. what you've shown is SMART data.

Yeah I knew that was the SMART I was was already planning on running HDTune's scan overnight, I got the results 0% bad sectors. Yes I ran without checking quick scan. I also ran their benchmark and got 100+MB/s sequential. I would conclude the hard drive is okay right? the problem with theirfor would lie in Windows itself

I gave up and did a full reinstall. Now in the process of reinstalling all my games, it's taking hours... Thank God I've got the weekend
