Unstable ping - PLEASE HELP

When playing Battlefield 3, my ping will randomly jump from the 60's up to 1300, and usually hovers around 300-600 after that. This only happens if i play BF3. I can play any other online game for hours on end without issue, but for some reason it happens while playing BF3, then all my computers and online programs are affected and show similar latency.

I'm not sure whats causing it as wifi on the router is off, no other computers are turned on, theres no active downloads, and I have unplugged and reset my modem and router many times with no results.

The only thing that seems to help is going into cmd.exe and entering ipconfig/release then ipconfig/renew. This may fix it for a few days, but lately it only helps for maybe 20 minutes at best while playing BF3.

Here is a pingtest and speedtest. My bandwidth is pretty limited (5Mb/s), but its still enough to play games and shouldn't cause issues like this. Also, I'm using cable internet not DSL.

I have talked with my ISP multiple times about different issues in the past, they are worthless. Most likely high school drop outs working for minimum wage. I explain my issue with them and all I get is "please hold while I look into that for you" followed by asking me to explain my issue again after sitting on hold for 10 minutes.

I explained to them this issue with latency and she asked "Whats wrong? You'r getting spam in your email?" confused.gif
So I asked her if the phone call was being recorded and she said "Yes, for quality assurance". I told her "Good, let your supervisor listen to this one, this support is garbage." then hung up on them. She called me back a few minutes later and had nothing useful to say.

I am seriously at a loss with what to do. I need help fixing this issue since my current ISP is worthless, and there's no other ISPs in my area to do business with.

Does it do it hooked up directly to the modem? Does it happen on all servers or just a particular one?

Hooked directly to modem. It does it on all servers.

What kind of firewall do you have?
It happens to me like a 4 years ago, playing COD4 just after my internet security auto update,
network security was on high, when I changed to low, everything was normal again.

Other thing could be, too many services running on, black viper guide
Maybe you need to disable firewall modem, when you play; and also you make sure ip flood is uncheck.
And I think you know about ccleaner....
