7970 will not stay overclocked.

I been bumping my clocks slowly for the past couple days then I noticed im getting zero increase in anything. Gpu-z + Msi AB SHOW that its running at 1040/1490 but really its just 1010/1375
I unistalled drivers and reinstalled different ones 12.8 - 13.5 beta. Also tried in crossifre/noncrossfire still doesnt want to overclock.

WELL as I was typing this I looked over and saw that it went to 1040/1490. Then noticed when ever I ran a youtube video it would declock back to stock. Tried Youtube + netflix + hulu on chrome, IE, and Firefox same results.

Any Ideas?

Before you increase any clocks you should always do +20% in your power limit. Reinstall of any drivers is always going to drop your manual settings back to stock. You have installed so many drivers you probably have all kinds of driver mess on your system. Use ATIman Uninstaller to remove every trace of old ATI/AMD drivers on your system before installing a new version.

How exactly do I run that? Or what program should I run it with?

It's a standard windows installer extension if you're refering to the extension. I actually messed up and gave you the older version link. The latest version of ATIman Uninstaller is 7.0.2 When you run this use the automatic option and just let it run, it's quite amazing actually as it goes through your machine getting rid of drivers. It will usually restart your system too so make sure you're prepared for that as well. Once it's done install the latest 13.4 drivers (avoid beta until you're stable OC).

It wont run full speed in the apps you said does not need the speed so it runs what it needs games is where you should see it run the overclocked speeds. And depending on the game you might be already getting so many fps its hard to see much of a increase.

When I run the games it stays at the stock clocks if I have youtube running. Any video really.

Did the automatic installation from ATIman, reinstalled drivers and still same problem.

Have you increased your power limit to +20%? You have to do that before anything else. Also above is right on Youtube that will not push your GPU to any real load. GPU-Z has a render test near the bus interface that will push your GPU to load. I know MSI makes one called Kombuster that can test your GPU as well which I trust way more than Furmark.

Yea I pushed to +20%. Also im running heavy modded skyrim @ 1440p alongside a video. Still runs at stock. If I close or pause the video I go back to my overclocked settings.

Well the card has differt clocks for videos so when you are doing a video and a game its probly confusing the card you could try disableing all the power saving and see if that fixes it.
