Limiting user access in windows 7

I was wandering if there is a way to limit what a user can access in windows 7?

The situation is letting my 6 + 4 yr old on the HTPC, I am wanting to let them have access to things like paint, chrome, vlc player etc but not anything else like control panel, certain folders and other installed programs.

I already have given them a separate user name, but my understanding is that only stops system effected files and settings.

So I am looking for a guide or a 3rd party program that can help.

Under "User Accounts and Family Safety", you should be able to restrict applications.
