MSI Z68MA-ED55 - How to set multiplier to downclock when idle?

Have my CPU overclocked and when on desktop the voltage drops down to 1.0v but my core speed stays at 4.6Ghz.

Why does my Vcore drop down but not my ratio? Is it because I have manually set CPU ratio's?

How to I get it to drop down like the Vcore?

is EIST (Enhanced Intel Speedstep Technology) enabled?
