when it comes to a build, you have to choose... AMD or Intel? if not sure, then stick with Intel... also consider what you want out of this rig. and will there be $$ to upgrade later this year? the motherboard all depends on the platform (my first question) and also makes a difference if you want a small case(microATX) med. size case(mid ATX) or a large monster rig (ATX). and for each step you give up something for something else in return.
small boards have less add on slots etc... large boards can be expensive and require full towers to be able to fit all the crap you can plug in. if you have an old pc you can strip for parts, it'd cut down a lot of cost. dvd drives, hard drives(if large enough) and PSU (power supply) are the best things to bring over. though be aware that the technology of these things have improved, so it'd be for a rig you plan to 'clean up' later.
