Overclocking DFI Lanparty JR GF9400 & QX9650 - Can't get 4ghz stable

As no stranger to 775 overclocking, I've been playing with my QX9650 & DFI mobo. I feel like I'm overlooking something, because stability seems to allude me.

First off, here's the specs:

Windows 7 64bit
QX9650
PC Power and Cooling 600 watt power supply
DFI Lanparty JR GF9400 Motherboard
Stability testing with Prime 95 (latest version).

I have two challenges:

#1) FSB stability issues at 375 MHz

I can't get anything over 363mhz stable. With my dfi motherboard, I can run the FSB and Memory independent of each other. Keeping my memory at 800 MHz, and upping the FSB. *NO* amount of NB voltage provides ANY stability. I can boot into windows at 375mhz using the default 1.19 nb voltage. And a few seconds after running a blend Prime 95 test, the computer hard locks. (I run my stability testing with a 6 multi to isolate the FSB). Upping the NB voltage only creates problems (locks on windows startup). FSB termination voltage provides no stability. For ****s and giggles I tried SB voltage too, with no positive effect.

#2) Core 1 worker rounding error

I can get 363 x 11 to boot into windows fine, while using core voltage of 1.34 as set in bios (CPUid shows ~1.28v). Although while running Prime95 blend, core 1 worker (this is actually logical core 2?) fails after a few seconds. I've been playing with GTL Reference voltages for lanes 0/1. Started at -70, and I'm up to +125 with no effect on stability. I've also gone up to 1.39v core voltage in bios with no effect on this issue.

I'm stumped...

This motherboard is supposed to be a decent clocker. I should be able to get a FSB 400 fairly easily, yet I cannot get anywhere near it. I feel like I'm missing something simple, as there's no real progress past 363... And nothing I do seems to effect the core 1 worker error.

I've also tried two different bios versions... With zero effect.
