Problems Overclocking AMD Phenom II X4 965

Hello, I am trying to overclock my 965, and am having a weird problem. First, I started out by setting my voltages to 1.35 v and upping the multiplier to get to 3.6 ghz, just a modest bump to test for basic stability. I ran Prime95 for a bit - temps were good, no errors, decided to jump to 3.7ghz. From here, I attempted to go to 3.7 ghz. I went to restart my computer, but it wouldn't post on the reboot. I had to manually turn it off and back on, and then it booted. Is that weird to anyone else? From here, I went into the bios and raised the voltage in small increments until I discovered that 1.42v was the lowest voltage that would let me restart from Windows. I was able to get to 3.8ghz on the same 1.42v and get a stable result using prime95, but the system will only boot from a hard boot. When I try to restart from Windows, it simply wouldn't post. Turn the PC completely off, turn it back on, and it boots into Windows (and Ubuntu) just fine. After a little experimenting, I set the voltage to 1.46v and it will restart properly now. I am pretty new to overclocking, but does this seem weird to anyone else? I mean, that seems like a LOT of voltage just for 400mhz. I have also never heard of a system being "bootable," but not "restartable." I have done some research and haven't found anything of the sort anywhere. Any help would be appreciated.

You missed to write if it is Black edition and which stepping that Phenom is, those 2 things can affect OC capability and the way to do it quite a bit. Sorry I just have seen that you upped the multiplier so it must be a BE. I found out that mine would not boot or run properly at 4.2 GHz with less than 1.505v and at 4GHz under 1.47v.
Ps. mine is a C3 revision.
